  • Expanding access to ICTs and improving knowledge of computer use:

    Objective: Facilitate access to ICT for broad categories of beneficiaries from disadvantaged communities in terms of access to knowledge, providing both equipment and connectivity, as well as digital literacy for representative people from within.

    • Implementing ICT in schools

      Objective: Increasing the quality of education in secondary schools by means of integration and expansion of information and communication technology (ICT) in the teaching and training of human resources in ICT. Amplification ratio of digital culture in primary and secondary school.

    • Human resource development of local communities

      Objective: Support for activities designed to increase the potential for accumulation of knowledge by means of information and communications technology (ICT). Improving the stock of digital literacy in the community to facilitate its use of electronic services offered through the project, and establish their skills to launch and implement local projects.

    • Improving access to information via RECL

      Objective: Improving access to a means of Information and Communication Technologies (ICT) for disadvantaged communities through electronic networks of Local Communities (RECL).

  • Develop and promote e-government services:

    Objective: Creating and planning of electronic services such as e-government: (a) a system of on-line notification and authorization of authorized individuals (PFA) and family associations (FAs) and (b) an integrated system for issuing / renewal of marital status documents for citizens. Through these facilities offered in condition, this component increases the active and direct interaction between the civil society and specialized agencies of the Government.

    • Electronic system for online registration of authorized individuals and family associations

      Objective: Facilitation of quality relationships between local government and business by reducing resource-consuming processes for the status of authorized individuals or family association.

    • Integrated system for issuing civil status documents for citizens

      Objective: Ensure quick, transparent, fair and effective servicing for citizens applying for local government for the issuing of civil status documents (birth, death and marriage certificates).

  • Promoting e-commerce and financial and technical assistance for the adoption of innovative solutions in SMEs:

    Objective: Private sector development by facilitating a virtual network in the sector of small and medium enterprises (SMEs), stimulating the absorption of innovative features in the entrepreneurial environment. Developing the private environment, using electronic means (such as e-business solutions), is considered a key tool for disadvantaged communities in terms of access to information.

    • Creating a portal for the promotion and development of communities – eComunitate.ro

      Objective: The eComunitate Portal creates all the functions of a virtual market but also contains, in fields, those functions covered by the target groups in the EBC project, embracing all aspects of local environment: economic, educational, cultural and also the public sector. The portal eComunitate will have multiple purposes: local and private sector development, creating opportunities for communication and exchange of instruments for all decision makers interested in marketing the project to a broad audience, and will generally act as a resource for the various beneficiaries of the project . It will promote interaction in the same virtual space, the internal and external factors that can contribute to community development in the socio-economic and cultural plan.

      Objective: The familiarization of the sector SMEs with innovative technology, high productivity, which can transition to a successful business environment.

  • Managing the EBC project :

    In accordance with agreements and legal commitments, the Project is developed by EBC Project Management Unit (UMP), of the MCSI. Structure and functions are defined by the needs of EBC.

    At the strategic level, the project has a coordinating committee composed of officials from partner ministries. National Project Coordinator is the Minister MCSI.

    All the official reports of supervision missions from the World Bank have stressed the fact that the UMP specialists have registered good professional results and provided a proficient project management.

    • Monitoring and evaluation of project

      An e-monitoring electron system was created and is operational. The system is based on information directly related to the degree of use of the electronic network within the beneficiary communities, providing statistics and comparative elements.

    • Communication and dissemination

      The communication strategy of the project is based on quantitative and qualitative research conducted by IRSOP for three stages, three years consecutively. The repetition of the research wave offers consecutive years: 2008, 2009 and 2010. Results of the first wave of research were presented to the media at a press conference in September 2008. Repeated research in 2009 and 2010 will provide a scientific understanding of the perspective of the impact, so that communication strategy can be adjusted and resized according to the comparative analysis of the development project. The strategy also uses communication channels and promotes awareness and types of speeches adapted and customized by profile audience segments which the project addresses to. If their communication and relationship with the media began in 2007, with developing the visual identity, production and distribution of raw materials for promotion and media relations.
