EPSA 2011

The Knowledge Based Economy Project has received a new certification of Good Practice at the 2011 „European Public Sector Awards” (EPSA) within the European Institution of Public Administration.

The Best Practice Certificate has been received upon three evaluation steps made by an experienced jury, comprising a shortlist of 58 nominees from a total of 274 projects from 33 participating countries. The Ministry of Communications and Information Society, through the Project Management Unit, competed  in the EPSA 2011 Awards at the „Smart Public Service in a Cold Economic Climate”category. This Best Practice distinction rewards and certify the outstanding results that KEP Project has had until now.

 

The COMPUTERWORLD Honors Program

The Project Management Unit, within the Ministry of Communications and Information Society, has been named a Laureate in the 2011 ComputerWorld Honors Program.

The „Knowledge based Economy Project” joins 254 others from 23 countries as Laureates in this year’s program, from more than 1000 applicants world wide.

The Awards Ceremony will be held in June, 20th 2011, in Washington D.C., USA.

 

National Agency of Public Servants

1st Prize at the National Competition of Best Practices in Public Administration, , for "Improving public services through quality management and organizational performance" category, organized by the National Agency of Public Servants in 2010.

Knowledge based Economy Project is considered to be an example of good practice in Romania's public administration due to its remarkable results, its proven efficiency and its disseminated practices.

 

THE HIGHEST HONOR IN PROJECT MANAGEMENT

Finalist, at the International Project Excellence Awards 2010, in "Project Excellence in Medium-Sized Projects" category, organized by the International Project Management Association (IPMA).

The solid implementation and success of the IT&C Training Program in school and business and the eCommunity.ro Portal, both part of the KEP Project, have impressed the IPMA jury (Project Management International Association), who recommends them as one of the most important achievements in project management.

 

e-Inclusion 2008

Medal at the e-Inclusion Competitionorganized by the European Commission, at the section “Geographic Inclusion” section, Vienna, 2008. The Knowledge based Economy Project is considered an example of good practice for effective use of IT&C and digital technology to tackle social disadvantage and digital exclusion.

 

Romanian IT&C Awards 2006

Knowledge Based Economy was considered to be the "Project with the best informational content" at the Romanian IT&C Awards – Bucharest, 2006, for contributing to the extensive process of expanding access to information technologies and modern communications to rural communities.

Improving access to information via RECL

Objective: Improving access to a means of Information and Communication Technologies (ICT) for disadvantaged communities through electronic networks of Local Communities (RECL).

General: The project has developed 255 electronic networks of local community (RECL) , connected to broadband Internet, serving as „centers of knowledge”, providing information and communication services to citizens, local government and to the business environment.

Stadiul de realizare

  • There have been developed 255 Local Communities Electronic Networks beneficiary communities of the Knowledge Based Economy Project. A total of 255 town halls, 255 public libraries, 255 Public Access Point to Information (PAPI) and 502 secondary schools were connected in an integrated network;

  • Community Support Center (CSC) was established to serve RECL, providing specialized technical assistance for local networks, in terms of administrative and connectivity issues. CCS acts as a call center, is designed to provide two types of technical assistance for communities:

    • Technical assistence associated with connectivity, network operation and hardware and software; the statistical situation of technical problems to date in CSC is as follows:


       
    • Support for specialized expertise, in connection with the implementation of EBC project activities, following its components.

    CSC covers all areas of the EBC project reference: education, business administration, electronic government and culture.

  • 2 people were employed in each RECL: a network manager and IT administrator. The RECL staff come from the local environment and are hired and payed by the mayor, part of the obligations undertaken by project beneficiaries.

  • In the period January to December 2008 were reported 326 partnerships. 186 to 140 for organizing events and organizing campaigns. The types of organizations that have partnerships stabiit are presented in the following diagram*.



     
  • Pachetul Technical Assistance for design and implementation of sustainable community development ”, with the objectives:
    • Developing of the conceptual and work framework of the process of career guidance of the RECL personel, in order to cultivate a sense of belonging and professional empowerment regarding community development and to increase active participation;

    • Development of specific tools to increase the involvement of staff and increase the RECL motivation to participate in the EBC.

    All activities undertaken in order to achieve the specific results of this subcomponent were fulfilled successfully:

    • Selcting the 9 pilot-communities, implementing RECLs preparatory phase of the EBC project;

    • National process of selecting beneficiary communities of the project (504 rural and small urban communities have submitted final application forms);

    • Preparing the premises for implementation of the RECLs;

    • Design and supervising the installation activities of the RECLs;

    • Supply and installation of ICT infrastructure and furniture;

    • Hiring the RECL personnel;

    • Establish the national association of RECL;

    • Development of services to the community


Perspectives

  • The technical Assistance program of EBC, started in June 2009, the period of implementation of 2 years, on the base built so far and has the following milestones:

    • Assisting human resources in the project (RECL personnel, approximately 502 people);

    • Preparation of 255 plans of local economic sustainability, with the beneficiary the local government;

    • Implementing an integration and expertise transferring program between communities and a motivational plan for the winning communities and for the RECL staff;

    • Monitoring and evaluating RECL staff and communities performance (in terms of project objectives);

    • Increased absorption of structural funds in EBC project communities;

    • Development the provided services by the Public Access Points to Information (PAPI), through RECL staff training in the use of ICT resources in business management and use of Web tools;

    • Facilitation of partnership projects between communities and EBC organizations external communities and providing logistical and administrative support sustainable development initiatives in the association between communities;

    • Strengthening the role of Manager in the community to support local decision makers (participation in meetings of the Local Council which may present opportunities for community development through access to European funding, PAPI activities and services, activities initiated by MCSI, etc.);

    • Transforming PAPI in the Community Development Resource Center, thus enhancing the capacity for sustainability
