Fîrliug Commune: Administration Upgrade through Broadband Internet

| The introduction of broadband internet in the commune of Fîrliug, the county of Caraş-Severin,, contributes to modernizing the local administration, which has developed an electronic registry of births, marriages and deaths and computerized records of payment of taxes and duties and uses accounting software. According to the representatives of the Electronic Network of the Local Community (RECL), it is not only the public servants at the Fîrliug Mayoralty that have learned to make their work easier with computers, but also the local post office employees, the medical and veterinary personnel, farmers, teachers and pupils. |
The administrative activity of the Fîrliug commune, the county of Caras-Severin, has improved considerably with the introduction of broadband Internet in this locality, by way of the “Knowledge based Economy” project (KEP), financed by the Romanian Government and the World Bank.
"First of all, the activity of the Mayoralty has improved dramatically. Before being included in the KEP project, we had no equipment, and the Internet was very weak. Since we started the project, we have been able to introduce specialized software such as for accounting, marital status, duties and taxes in the local administration", as stated by the manager of RECL Fîrliug Mariana Poamă.
Another important achievement of the community in Fîrliug is the fact that local farmers have become familiar with the Internet, as well as the development of sustainable European projects, some of which have already received funding and others are undergoing examination by relevant authorities. “RECL could help local farmers to access European funds. Likewise, from the KEP computers, the website of the Agency for Payments and Interventions in Agriculture is accessed with maps to identify the plots when applying for subsidies”, as stated by Mariana Poamă.
The introduction of broadband Internet by way of the KEP programme has also meant a significant reform of the way of working in other fields. According to Mariana Poamă, the sanitary and veterinary office sends the statistical data from the Mayoralty to the national specialty authorities. Also, the postmaster of the local Post Office has enjoyed a computer use basics course and is now ready for when the institution where she works, the Romanian Post Office, computerises its rural offices. Meanwhile, the nurse from Fîrliug can efficiently communicate with the physician who comes from the county capital and can stay constantly in touch with the County Health Insurance House.
The commune of Fîrliug is part of the Banat plain, situated in the northern part of the county of Caraş-Severin, about 35 km away from the county capital, Reşiţa, and 100 km away from the municipality of Timisoara, 45 km away from the municipality of Caransebeş and 26 km away from the Lugoj locality. The population of the Fîrliug commune consists of 2,163 people. The settlement covers an area of 13,047 hectares, of which 526 hectares of built-up land, and, territorially, it consists of six rural localities, namely: Fîrliug - the main locality of the commune, Dezeşti, Scăiuş, Remetea-Pogănici, Duleu and Valea-Mare, which bring together 1,253 households.
The most important strategies of the local authorities are to develop cultural tourism and cross-border cooperation with Serbia, especially in terms of agriculture. According to the Mayoralty of Fîrliug, the most important local resources of the commune are the available work force and subsoil resources, granite and limestone.
