EPSA 2011

The Knowledge Based Economy Project has received a new certification of Good Practice at the 2011 „European Public Sector Awards” (EPSA) within the European Institution of Public Administration.

The Best Practice Certificate has been received upon three evaluation steps made by an experienced jury, comprising a shortlist of 58 nominees from a total of 274 projects from 33 participating countries. The Ministry of Communications and Information Society, through the Project Management Unit, competed  in the EPSA 2011 Awards at the „Smart Public Service in a Cold Economic Climate”category. This Best Practice distinction rewards and certify the outstanding results that KEP Project has had until now.

 

The COMPUTERWORLD Honors Program

The Project Management Unit, within the Ministry of Communications and Information Society, has been named a Laureate in the 2011 ComputerWorld Honors Program.

The „Knowledge based Economy Project” joins 254 others from 23 countries as Laureates in this year’s program, from more than 1000 applicants world wide.

The Awards Ceremony will be held in June, 20th 2011, in Washington D.C., USA.

 

National Agency of Public Servants

1st Prize at the National Competition of Best Practices in Public Administration, , for "Improving public services through quality management and organizational performance" category, organized by the National Agency of Public Servants in 2010.

Knowledge based Economy Project is considered to be an example of good practice in Romania's public administration due to its remarkable results, its proven efficiency and its disseminated practices.

 

THE HIGHEST HONOR IN PROJECT MANAGEMENT

Finalist, at the International Project Excellence Awards 2010, in "Project Excellence in Medium-Sized Projects" category, organized by the International Project Management Association (IPMA).

The solid implementation and success of the IT&C Training Program in school and business and the eCommunity.ro Portal, both part of the KEP Project, have impressed the IPMA jury (Project Management International Association), who recommends them as one of the most important achievements in project management.

 

e-Inclusion 2008

Medal at the e-Inclusion Competitionorganized by the European Commission, at the section “Geographic Inclusion” section, Vienna, 2008. The Knowledge based Economy Project is considered an example of good practice for effective use of IT&C and digital technology to tackle social disadvantage and digital exclusion.

 

Romanian IT&C Awards 2006

Knowledge Based Economy was considered to be the "Project with the best informational content" at the Romanian IT&C Awards – Bucharest, 2006, for contributing to the extensive process of expanding access to information technologies and modern communications to rural communities.

Success stories of KEP

Whether they developed ICT training sessions for locals or created intelligent public services based in ICT, or written projects for attracting European funds for community development, all 255 KEP communities have embraced performance through access to knowledge and information.

The Knowledge Based Economy intervention at local level was illustrated different from one community to another, generating success models and good practice examples shaped to the new Informational Society.

Technical Assistance for Communities’ sustainability

As a major component of KEP project, the Technical Assistance programme for smart use of IT&C in local schools and libraries is under running and has as a prior objective enabling the access to knowledge for disadvantaged communities, regarding education. As direct beneficiaries of this programme, the teachers and pupils from KEP schools have responded to the challenge of engaging into an innovative exercise for embracing new IT&C technologies in the classroom and using technical and digital content resources in the learning process, but also in community development activities by attracting funds and building interschool partnerships.

Community Values

Community Values” competition addressed to all 255 rural and small-urban communities included in the KEP Project. The contest awarded those communities who identified three champion domains of local development and have proved that they can bring together many locals in order to value them.

Promoting ideas and valuable Romanian initiatives is a necessary condition for society’s sustainable development. Of how this potential is managed depends the progress and welfare of all those interested in the future. On one hand, the community is directly interested in the cultivation of human champions and positive social experiences. On the other hand, central institutions are interested that society as a whole has the capacity to replicate, anytime and as many times, the good practices acquired.

The ground development in Romania is based essentially on creativity, economic and social innovation and, most of all on the examples of excellence provided by the socially and economically active communities.

The communities of the project Knowledge Based Economy participated in October – December, 2008, in a contest of identifying those values, called: Community Values.

The ten most beautiful stories, which can serve as replicable models at national level have been promoted in as many shows on national television in April – May, 2009.

The 10 winners are: Laslea (Sibiu), Luncaviţa (Tulcea), Mărăşeşti (Vrancea), Panaci (Suceava), Saschiz (Mureş), Şimian (Bihor), Suceviţa (Suceava), Viişoara(Cluj), Zimnicea (Teleorman) and Zlatna (Alba).

e-Growth

The Ministry of Communications and Information Society has launched in 2008 a call for the e-Growth grant scheme, appointed to SMEs sector in Romania. This Grants programme represents a sub-component of KEP Project – financed by the World Bank and the Romanian Government.

The e-Growth programme represented a grant scheme that financed projects that had as main target the development of companies’ competitiveness on domestic and foreign market, by adopting innovative e-business technologies and solutions. In that context, the projects included financing proposals for:

  • Acquisition of production equipment that contains elements or innovative technologies and ICT equipment;
  • Acquisition of exploitation rights of a patented invention (the contract of assignment or license), and software licenses and ICT systems;
  • Acquisition of software solutions which may include: process analysis, development, implementation and testing of application;
  • Purchase of consultancy services for: business plans for the development of solutions for e-business, market studies, preparing project documentation, project;
  • Purchase of training services;
  • Participation in exhibitions, national and international fairs and services for online marketing;
  • Costs for audits.

The value of funding offered varies from 33,450 LEI for individuals, authorized individual and family enterprises, 223,000 lei for SMEs and can reach up to 446,000 lei for the partnerships formed in a small (beneficiary) and a unit of public or private (partner) attested in conducting research - development.

More than LEI 5.5 mil for 52 projects with technology and informatics systems solutions

The Project Management Unit within the Knowledge Based Economy Project (KEP) finalized the selection process of the projects that will benefit of grants given by the e–Growth grant scheme. The biggest share in the evaluation of the 52 winning projects, with a total value of LEI 5.5 mil, was the innovative applicability and the sustainability level in accordance with the market’s dynamics.

UPDATE June 2nd, 2009

The results of the submitted projects.

The Evaluation Commitee of the e-Growth grant scheme has finalized the evaluation and selection process.

From all 285 submitted projects, 279 have been submitted on time and entered the evaluation process, 6 of them were submitted after the deadline.

From all 279 projects that entered the first evaluation step – the under administrative and eligibility evaluation, 106 project qualified for the next step – the technical evaluation, and 173 were rejected.

After the technical evaluation, from the 106 projects, 52 were declared admitted, comprising a success factor of more tha 0,700, and 54 projects were rejected because of the under-classification.

UPDATE March 5th, 2009

The Evaluation Committe of the submitted projects had begun its activity.

Until the deadline of January 26th, 2009, 279 financing proposals were submitted within the call of projects e-Growth.

e-Holiday!

The e-Holiday! project, part of the Knowledge Based Economy programme (KEP), is a interschool competition developed by the Ministry of Communications and Information Society as an Organizer, having as a Partner the Ministry of Education, Research, Youth and Sports.

The competition addressed to all participant school within KEP project and brings together pupils from primary and secondary levels (I-VIII classes) from all 229 participatory communities.

The e-Holiday! competition has gathered so far, in its seven editions, more than 350 schools, 1900 teachers and more than 5200 pupils and is designed to compound good practices of precedent editions and to develop complementary activities, based on innovative use of computers, communication and developing competences of modern teaching practices.

The active participation of schools to certain extracurricular activities during the holidays enriches the coordination level within participating schools, supports the collaboration within other KEP schools and promotes the extension of good practices within all 229 communities.

Also, this competition aims to build an active and dynamic community of teachers and students who can disseminate the interest in technology within each community involved.

Through the strong collaboration within all participants, the goal is to incorporate new techniques of using the computer in education and attracting new users from rural areas. This competition seeks to disseminate the performances and results attained at national level.

All of the 1900 educational materials developed by the participants through all e-Holiday! editions, along with the information about the seven editions runed so far can be found in the dedicated section on the portal (http://ecomunitate.ro/evacanta).
