Knowledge-based Economy Project
The objective of the project is to facilitate participation of disadvantaged communities in terms of access to information at the knowledge society, in line with government's strategy of integration into the European Union. The Project, Knowledge-Based Economy has been initiated by the Romanian Government, through the Ministry of Communications and Information Society, with support from the World Bank. The project contributes to expanding access to information technologies and modern communications and improving the knowledge of using computers for citizens from the selected communities, the promotion and development of e-government, modernization of education process and also the promotion and adoption of e-commerce solutions in business.
The time horizon 2006-2010, Knowledge-based Economy project will create a development model of modern information society in Romania triggering an irreversible process of cultural change and improving life quality.
The project includes the following components:
1. Expanding access to ICT technologies and improve the knowledge of using computer
1.1 Improving access to information through ENLC
Objective: Improving access to the means of Information and Communications Technology (ICT) for disadvantaged communities through the Electronic Networks of Local Communities (ENLC).
The project will develop approximately 200 local virtual networks connected to the Internet broadband serving as "knowledge centers", provision of information and communication services to citizens, local government and business. These networks will vary in terms of design and technological scope, depending on the needs identified in each selected local communities.
1.2 Human resource development of local communities
Objective: Support activities designed to increase the potential for accumulation of knowledge by means of Information and Communications Technology (ICT).
Through this subcomponent is intended to accumulate an optimal level of skills, knowledge and skills in ICT, which will ensure a higher quality of services implemented and network sustainability. This subcomponent will support the training activities for digital literacy and implementation of cultural projects designed to support local community development project in question.
1.3 Implementation of information and communications technology in schools
Objective: Increasing the quality of education in secondary schools through the integration and expansion of the information and communication technology (ICT) in teaching and training human resources in ICT domain.
Equipping schools with teaching means and equipment for teaching process (computers, educational software, multimedia equipment) and connect these schools to the Internet and to the Electronic Networks of Local Communities (ENLC), directly contribute to the development of environmental education and learning conditions. Introducing ICT in schools will also contribute to increasing the attractiveness of the learning process, diversifying teaching methods and practices and focus on moving from the informative to the formative. By building specific skills, students will be able to contribute actively to the value added of the educational process and to develop personal criteria for selection and use of information.
2. The development and promotion of e-government
2.1 Electronic system for registering authorized individuals and family associations online.
Objective: Facilitate a relationship between quality and the local business environment by reducing resource-consuming processes for obtaining the status of authorized person or family association.
This effect will be achieved by introducing an efficient, on-line communication between the user and the different institutions involved in the process of recording, archiving and operating private local entrepreneurs. Through this system will ensure the strengthening of an organized flow of transactions and activities managed through the implementation of local document management application.
2.2 Integrated system for issuing civil documents for citizens
Objective: Providing fast service, transparent, fair and effective to citizens requesting local governments to issue civil documents.
The concept behind this system is the only desk community service, in the mayoral and town common. The system will provide connections with the record information database of the person currently existing at the central level with county ramifications.
3. Promoting electronic commerce and providing financial and technical assistance for the adoption of innovative solutions for SMEs
3.1 Creating the portal to promote e-commerce and business networks (eStore)
Objective: Promoting interaction in the same virtual space to entrepreneurs from the local business
The system will be an environment to promote solutions of e-commerce and e-business to create a new culture of inter-relationship between economic agents. Dominant share of the economic environment of rural and small town is represented by authorized individuals, family associations and enterprises that have provided such a mechanism which can improve your business and increase economic competitiveness.
3.2 Provide grant funding for local entrepreneurs
Objective: Exposure of the small and medium enterprises with innovative technology, high productivity, to ensure sustainability and transition to an efficient business environment.
This mechanism provides support to entrepreneurs and groups of private entrepreneurs in their efforts to adopt innovative solutions to e-business to improve their competitiveness on domestic and international markets.
Knowledge-based economy is considered a vector of development of educational policies for the integration of IT & C in the education system as noted in the article below.
