EPSA 2011

The Knowledge Based Economy Project has received a new certification of Good Practice at the 2011 „European Public Sector Awards” (EPSA) within the European Institution of Public Administration.

The Best Practice Certificate has been received upon three evaluation steps made by an experienced jury, comprising a shortlist of 58 nominees from a total of 274 projects from 33 participating countries. The Ministry of Communications and Information Society, through the Project Management Unit, competed  in the EPSA 2011 Awards at the „Smart Public Service in a Cold Economic Climate”category. This Best Practice distinction rewards and certify the outstanding results that KEP Project has had until now.

 

The COMPUTERWORLD Honors Program

The Project Management Unit, within the Ministry of Communications and Information Society, has been named a Laureate in the 2011 ComputerWorld Honors Program.

The „Knowledge based Economy Project” joins 254 others from 23 countries as Laureates in this year’s program, from more than 1000 applicants world wide.

The Awards Ceremony will be held in June, 20th 2011, in Washington D.C., USA.

 

National Agency of Public Servants

1st Prize at the National Competition of Best Practices in Public Administration, , for "Improving public services through quality management and organizational performance" category, organized by the National Agency of Public Servants in 2010.

Knowledge based Economy Project is considered to be an example of good practice in Romania's public administration due to its remarkable results, its proven efficiency and its disseminated practices.

 

THE HIGHEST HONOR IN PROJECT MANAGEMENT

Finalist, at the International Project Excellence Awards 2010, in "Project Excellence in Medium-Sized Projects" category, organized by the International Project Management Association (IPMA).

The solid implementation and success of the IT&C Training Program in school and business and the eCommunity.ro Portal, both part of the KEP Project, have impressed the IPMA jury (Project Management International Association), who recommends them as one of the most important achievements in project management.

 

e-Inclusion 2008

Medal at the e-Inclusion Competitionorganized by the European Commission, at the section “Geographic Inclusion” section, Vienna, 2008. The Knowledge based Economy Project is considered an example of good practice for effective use of IT&C and digital technology to tackle social disadvantage and digital exclusion.

 

Romanian IT&C Awards 2006

Knowledge Based Economy was considered to be the "Project with the best informational content" at the Romanian IT&C Awards – Bucharest, 2006, for contributing to the extensive process of expanding access to information technologies and modern communications to rural communities.

“Start Page” of PAPI Nufăru, a good practice example in administration

The „Start Page”, an instrument connecting the Prefecture and all communes in Tulcea, developed at the initiative of the PAPI Nufăru manager, has been presented as a good practice example as part of the closing conference of the project called „Modern mechanisms for effective public administration”. RECL manager Cornelius Popescu was publicly congratulated for his initiative.

At the middle of 2009, the PAPI Nufăru manager had a greatidea. Because from the 50 communes in Tulcea only 10 had the advantages of the Knowledge-Based Economy Project, he thought of offering other communes the possibility of learning more about European funds. Since writing projects is a long-winded and difficult procedure, needing specialised consulting, Corneliu Popescu wanted to make things easier for employees of City Halls in other communes.

So, he started work. For half a year, the specialists at PAPI Nufăru, with help from a websdeisng company, created a project called „Start Page”. Basically, the webpage of Nufăru became the home page of all City Halls in Tulcea. It was also the start of an effective partnership between the Prefecture and local mayors in Tulcea County, and those in communities included in the Delta Danube’s Razim Lagune Development Association.

The start page helps local communities learn useful information about the schools and libraries in the commune.

All from their own resources

Nufăru was the fifth community, nation-wide, which managed to implement a modern mechanism for efficient communication between local administrations. At the closing conference of the project „Modern mechanisms for effective public administration”, recently organised in Bucharest by the Central unit for the Reform of Public Administration, part of the Ministry of Administration and Interior, PAPI Nufăru was highlighted for the special merit of having created the portal from its own funds. The conference was attended by specialists from Romanian local and central administration.

„The project started in 2009. We were designated a good practice model because we managed to do it on our own. We are talking about a communications network between the prefecture and all local City Hall.s We were appreciated because we did what others could not have done even with European funds”, RECL manager Cornelius Popescu says.

Its effectiveness has already been recognised

The Start Page portal was listed in the database of good practice models of the Central unit for the Reform of Public Administration, and its effectiveness has also been recognised by the Tulcea prefecture. „This software helps us successfully communicate, send and receive data and reports at a county level. Project initiators were publicly congratulated for their efforts in making communications with the citizen more effective”, says Veronica Ivanon, counsellor of the Tulcea Prefecture.
