EPSA 2011

The Knowledge Based Economy Project has received a new certification of Good Practice at the 2011 „European Public Sector Awards” (EPSA) within the European Institution of Public Administration.

The Best Practice Certificate has been received upon three evaluation steps made by an experienced jury, comprising a shortlist of 58 nominees from a total of 274 projects from 33 participating countries. The Ministry of Communications and Information Society, through the Project Management Unit, competed  in the EPSA 2011 Awards at the „Smart Public Service in a Cold Economic Climate”category. This Best Practice distinction rewards and certify the outstanding results that KEP Project has had until now.

 

The COMPUTERWORLD Honors Program

The Project Management Unit, within the Ministry of Communications and Information Society, has been named a Laureate in the 2011 ComputerWorld Honors Program.

The „Knowledge based Economy Project” joins 254 others from 23 countries as Laureates in this year’s program, from more than 1000 applicants world wide.

The Awards Ceremony will be held in June, 20th 2011, in Washington D.C., USA.

 

National Agency of Public Servants

1st Prize at the National Competition of Best Practices in Public Administration, , for "Improving public services through quality management and organizational performance" category, organized by the National Agency of Public Servants in 2010.

Knowledge based Economy Project is considered to be an example of good practice in Romania's public administration due to its remarkable results, its proven efficiency and its disseminated practices.

 

THE HIGHEST HONOR IN PROJECT MANAGEMENT

Finalist, at the International Project Excellence Awards 2010, in "Project Excellence in Medium-Sized Projects" category, organized by the International Project Management Association (IPMA).

The solid implementation and success of the IT&C Training Program in school and business and the eCommunity.ro Portal, both part of the KEP Project, have impressed the IPMA jury (Project Management International Association), who recommends them as one of the most important achievements in project management.

 

e-Inclusion 2008

Medal at the e-Inclusion Competitionorganized by the European Commission, at the section “Geographic Inclusion” section, Vienna, 2008. The Knowledge based Economy Project is considered an example of good practice for effective use of IT&C and digital technology to tackle social disadvantage and digital exclusion.

 

Romanian IT&C Awards 2006

Knowledge Based Economy was considered to be the "Project with the best informational content" at the Romanian IT&C Awards – Bucharest, 2006, for contributing to the extensive process of expanding access to information technologies and modern communications to rural communities.

Monitoring and evaluation of project

An e-monitoring electron system was created and is operational. The system is based on information directly related to the degree of use of the electronic network within the beneficiary communities, providing statistics and comparative elements.

The process of monitoring and evaluation of project components aims at attending several stages, as follows:

  • Develop methodologies and tools for monitoring and evaluation proposed to be used for the duration of the contract monitoring and evaluation (M&E) of the EBC project by March 2011;

  • Testing and validation of methodology and data collection instruments for all EBC communities and all project components;

  • Collecting and validating data, creating a database available online under which data can be processed, indicators and plots can be calculated;

  • Generating a tool for reporting of inconsistencies and accuracy validation and a guide for completing aquestionnaires;

  • Data collection for each project component for all communities in the EBC and a group of 80 communities called generic control;

  • Analysis of the initial state of project implementation (preliminary analysis report – baseline study), analysis of EBC project development.

After the initial report, there will be a follow up of progress on the basis of the agreed performance indicators within a schedule of monthly monitoring, biannual as well as an annual evaluation of progress.

The preliminary analysis report – Baseline Study has dealt with data collection for each project component to all communities in the EBC and a group of 80 communities named generic control group and provided a brief examination of the development of the EBC project and its early implementation to date. The report concludes with a series of conclusions and recommendations designed to increase sustainability of the EBC project progress and ensure greater visibility of the project in the EBC beneficiary communities.

On the basis of a monitoring methodology and evaluation there have developed a series of activities leading to data collection and validation and the creation of a database available online that can be made based on data processing, the proposed indicators can be calculated and plotted . It also created a tool for reporting inconsistencies and validation of data accuracy and a guide for completing the questionnaires in order to support and promote the further use of this methodology.
The final consequence was the complete development of a complex methodology for collecting, validating and processing data and presenting results in graphical suggestive form. 

So after processing the collected data and from direct research conducted in communities was observed that the dominant perception of the actors in the EBC project communities is that it is beneficial above all to the youth, both through their access to PAPI services and because of the activities performed through the schools. Two statements taken from the report of Monitoring and Evaluation will be cited in support of those stated above: „The project is for us more than we can say in words”; „EBC brings progress in our commune.

Another important conclusion from this first set of development activities and evaluation process of monitoring was that site visits are an essential and effective tool for evaluation. It was found that discussions and meetings with interviewees reinforced learning size and improvement. Future site visits will include interviewing flexible tools to enable collective sharing of views and the possibility for participants to learn and get opinions about their initiatives and potential benefits to the community.

Analyzing the data on the four main project components of EBC, e-learning componentproved by far the biggest success with schools reporting high levels of access and use of EBC resources. One of the conclusions concerning the present state was that the EBC network is up and there is a balanced distribution of active units throughout the country. Distribution of results covers all developing regions of Romania and therefore comparisons are possible to assess regional differences in progress. The analysis of research results shows that basically there are no differences that are correlated with the regional aspect, but differences with issues of local character.

In terms of recommendations derived from their analysis and conclusions that were drawn related to a number of proposals-assumptions. One of these is the proposal to use results of the Baseline report to support local communities in terms of human and financial resource allocation. Specifically, the analysis suggests that the human and financial resources to be allocated to distinctly different nodes (in particular in the PAPI centers and City Hall) for them to work effectively in their communication and dissemination.
