EPSA 2011

The Knowledge Based Economy Project has received a new certification of Good Practice at the 2011 „European Public Sector Awards” (EPSA) within the European Institution of Public Administration.

The Best Practice Certificate has been received upon three evaluation steps made by an experienced jury, comprising a shortlist of 58 nominees from a total of 274 projects from 33 participating countries. The Ministry of Communications and Information Society, through the Project Management Unit, competed  in the EPSA 2011 Awards at the „Smart Public Service in a Cold Economic Climate”category. This Best Practice distinction rewards and certify the outstanding results that KEP Project has had until now.

 

The COMPUTERWORLD Honors Program

The Project Management Unit, within the Ministry of Communications and Information Society, has been named a Laureate in the 2011 ComputerWorld Honors Program.

The „Knowledge based Economy Project” joins 254 others from 23 countries as Laureates in this year’s program, from more than 1000 applicants world wide.

The Awards Ceremony will be held in June, 20th 2011, in Washington D.C., USA.

 

National Agency of Public Servants

1st Prize at the National Competition of Best Practices in Public Administration, , for "Improving public services through quality management and organizational performance" category, organized by the National Agency of Public Servants in 2010.

Knowledge based Economy Project is considered to be an example of good practice in Romania's public administration due to its remarkable results, its proven efficiency and its disseminated practices.

 

THE HIGHEST HONOR IN PROJECT MANAGEMENT

Finalist, at the International Project Excellence Awards 2010, in "Project Excellence in Medium-Sized Projects" category, organized by the International Project Management Association (IPMA).

The solid implementation and success of the IT&C Training Program in school and business and the eCommunity.ro Portal, both part of the KEP Project, have impressed the IPMA jury (Project Management International Association), who recommends them as one of the most important achievements in project management.

 

e-Inclusion 2008

Medal at the e-Inclusion Competitionorganized by the European Commission, at the section “Geographic Inclusion” section, Vienna, 2008. The Knowledge based Economy Project is considered an example of good practice for effective use of IT&C and digital technology to tackle social disadvantage and digital exclusion.

 

Romanian IT&C Awards 2006

Knowledge Based Economy was considered to be the "Project with the best informational content" at the Romanian IT&C Awards – Bucharest, 2006, for contributing to the extensive process of expanding access to information technologies and modern communications to rural communities.

New services on the Diosig website, through PAPI

The website of the commune of Diosig (Bihor), managed by the PAPI centre, offers new services to the local community. Residents will be able to publish classified ads on www.diosig.ro, as the page has been revamped in a modern formula, with both Romanian and Hungarian versions, some four months ago.

The RECL Diosig manager Diana Corbuţiu, also responsible of the day to day administration of www.diosig.ro, followed the legal steps in order to get the Local Council to issue a decision regarding the tariffs for ad space and classified ads on the commune’s internet page. The Decision No. 31 was approved by councillors on May 19th 2011. Advertising costs 50 lei a month and the classifieds cost 20 lei apiece, for a 15 day period.

“We proposed to the local administration to approve offering classified ads on the website, for our residents. Local entrepreneurs will also be able to advertise by buying space on the site. Those interested are asked to come to PAPI headquarters”, RECL manager Diana Corbuţiu says.

News, useful information, local projects

The website of Diosig was relaunched in a new formula, with Romanian and Hungarian versions, four months ago; it boasts links with the portal of the Knowledge-Based Economy Project, ecomunitate.ro, as well as the PAPI Diosig page on Facebook.

From www.diosig.ro, citizens in the commune can learn the latest about local administration and read the decisions of the Local Council. The RECL manager also wrote presentations of the public investment projects that were or currently are implemented. The list includes the Knowledge-Based Economy Project, which involved creating a Electronic Network of the Local Community, with four nodes and a Public Access Point to Information (PAPI) which offers 6 Internet-connected computers to all locals. The portal of the commune has a forum, where a topic talks about professional training available at PAPI. There are also photo galleries publishing pictures from various events, including those organised through PAPI, like the Cleaning Week.

“We decided our commune must have a modern website offering quality services for the community. www.diosig.ro is administered by RECL employees, who are permanently updating it with the latest local-interest stories”, RECL manager Diana Corbuţiu says.

Similar KEP initiatives

According to an emergency ordinance that came into effect last year, City Halls are obligated to have websites where to publish data regarding local budgets. The sites have to include useful and up to date information about the activity of the respective institutions and information for citizens (decision of the Local Council and the mayor, a guide of the area of touristic interest, photos to showcase local opportunities, useful information for investors etc.).

This is why RECL managers and IT administrators in KEP communities have proven they can create, develop and manage the webpages of City Halls. The IT administrator in Hudeşti (Botoşani), Vlad Cârdei, created the City Hall’s website - www.primariahudesti.ro. The same happened in Vaslui. After creating the website of their own City Hall, KEP representatives were asked by colleagues in Rafaila to help with their website. Other City Halls were RECL employees have helped or are about to help are Joseni (Harghita), Jijila and Topolog (both in Tulcea), Târgu Frumos (Iaşi).
