Knowledge-based economy Project

In coming years, by Knowledge-based economy Project, about 200 communities will benefit from the Electronic Networks of Local Communities (ENLC), serving as knowledge centers to provide citizens information and services online. The project was initiated by the Romanian Government, with support from the World Bank, under the coordination Ministry of Communications and Information Technology.

The project will support local communities disadvantaged in terms of access to knowledge. Every citizen has the right to access information and quality services, no matter where they live in Romania. Providing access to information using new technologies is the main aim of the Knowledge-based economy Project. The project makes possible the global communication and rapid access to information available anywhere in the world.

  • Cultural institutions (library, cultural home)
  • Companies operating in local communities
  • Non-governmental Organizations

ENLC are constructed according to the needs of each community and ensure the high-speed Internet access to information and electronic services in the school, town hall, the public library and the general public. The main component of ENLC is Public Information Access Point (PIAP), that combines two essential functions for community:

  • Unlimited access to knowledge for all citizens;
  • Increasing the economic competitiveness of local business environment

These Electronic Networks of Local Communities will be developed, at the initial stage, in a sample of poor villages in terms of access to communications and Internet.

  • guaranteed access to information for all residents and businesses in local communities;

The project enables global communication and rapid access to information available anywhere in the world.

The organization and functioning of ENLC will be supported and monitored by the Management Unit of “Knowledge-based economy” Project, from the Ministry of Communications and Information Technology.
