EPSA 2011

The Knowledge Based Economy Project has received a new certification of Good Practice at the 2011 „European Public Sector Awards” (EPSA) within the European Institution of Public Administration.

The Best Practice Certificate has been received upon three evaluation steps made by an experienced jury, comprising a shortlist of 58 nominees from a total of 274 projects from 33 participating countries. The Ministry of Communications and Information Society, through the Project Management Unit, competed  in the EPSA 2011 Awards at the „Smart Public Service in a Cold Economic Climate”category. This Best Practice distinction rewards and certify the outstanding results that KEP Project has had until now.

 

The COMPUTERWORLD Honors Program

The Project Management Unit, within the Ministry of Communications and Information Society, has been named a Laureate in the 2011 ComputerWorld Honors Program.

The „Knowledge based Economy Project” joins 254 others from 23 countries as Laureates in this year’s program, from more than 1000 applicants world wide.

The Awards Ceremony will be held in June, 20th 2011, in Washington D.C., USA.

 

National Agency of Public Servants

1st Prize at the National Competition of Best Practices in Public Administration, , for "Improving public services through quality management and organizational performance" category, organized by the National Agency of Public Servants in 2010.

Knowledge based Economy Project is considered to be an example of good practice in Romania's public administration due to its remarkable results, its proven efficiency and its disseminated practices.

 

THE HIGHEST HONOR IN PROJECT MANAGEMENT

Finalist, at the International Project Excellence Awards 2010, in "Project Excellence in Medium-Sized Projects" category, organized by the International Project Management Association (IPMA).

The solid implementation and success of the IT&C Training Program in school and business and the eCommunity.ro Portal, both part of the KEP Project, have impressed the IPMA jury (Project Management International Association), who recommends them as one of the most important achievements in project management.

 

e-Inclusion 2008

Medal at the e-Inclusion Competitionorganized by the European Commission, at the section “Geographic Inclusion” section, Vienna, 2008. The Knowledge based Economy Project is considered an example of good practice for effective use of IT&C and digital technology to tackle social disadvantage and digital exclusion.

 

Romanian IT&C Awards 2006

Knowledge Based Economy was considered to be the "Project with the best informational content" at the Romanian IT&C Awards – Bucharest, 2006, for contributing to the extensive process of expanding access to information technologies and modern communications to rural communities.

EUROPEAN FUNDS

European funds are public funds from the European source, grants. They are the main form of financing granted by the European Union and aimed at reducing economic disparities between different sectors and regions of development of the EU Member States.

Important to know ...

  • Structural Funds are available to Romania (the EU Member State) in 2007.
  • By accessing this category of funds has to be more competitive regional and national Member States.
  • Composition of the Structural Funds are the projects developed in partnership through the European Territorial Cooperation (CTE).

Responsible for financing the main operational programs are:

  • The European Regional Development Fund (ERDF)
  • European Social Fund (ESF)
  • Cohesion Fund (CF).

PROGRAMS OPERATIONAL (OP)

  • Regional Operational Program (ROP)
    Funds: 4568.3 million (2007 - 2013)
    Strategic Objective: support of sustainable economic, social, territorially balanced and sustainable regions. Priority axes: sustainable development of cities, improving regional infrastructure and local transportation, improving social infrastructure, development of regional business environment and local development and tourism.
  • POS - Increase of Economic Competitiveness (POS - ECA)
    Funds: 3011.1 million (2007 - 2013)
    Strategic Objective: Romanian enterprises increase productivity to reduce disparities in productivity compared to average EU level.
    Ax priority: development of an innovative and eco-efficient production, research, technological development and innovation for competitiveness, information and communication technology, improving energy efficiency and security of supply.
  • Sectoral Operational Program Transport (SOP - T)
    Funds: 5697.6 million Euros (2007 - 2013)
    Strategic Objective: Promoting a sustainable transport system, enabling rapid movement, effective and safe for people and goods
    Ax priority: to develop a sustainable transport system and its integration with the transport networks of the EU, the development of national transport infrastructure, increasing environmental and public health and safety of passengers.
  • Sectoral Operational Program for Environment (SOP Environment)
    Funds: 5610.7 million Euros (2007 - 2013)
    Strategic Objective: protection and improvement of environment and living standards
    Ax priority: extension and upgrading of water and waste water, the development of integrated waste management, pollution reduction, appropriate management systems for nature protection, adequate infrastructure for prevention of natural risks.
  • Operational Program Human Resources Development (SOP - dru)
    Funds: 4089.3 million (2007 - 2013)
    Strategic Objective: The development of human capital and increase competitiveness, by linking education and lifelong learning with the labor market.
    Ax priority: education and training; parcusul learning throughout life, correlated with the labor market, increasing adaptability of workers and enterprises, modernizing the public employment service, promoting active employment measures, promoting social inclusion.
  • Operational Program Administrative Capacity Development (PO - WFD)
    Funds: 246.0 million (2007 - 2013)
    Strategic Objective: Creating a public administration more efficient and effective socio-economic benefit of Romanian society.
    Ax priority: cycle to improve the management of public policies to improve the quality and efficiency of public services
  • Operational Program Technical Assistance (OP - AT)
    Funds: 212.8 million (2007 - 2013)
    Strategic Objective: Support for the coordination and implementation of structural instruments, the establishment of a reliable system of management, monitoring, communication
    Ax priority: the implementation of structural instruments and coordination of programs, development of the Single Information System Management (SMIS), information dissemination and promotion of structural instruments.

European policy for agriculture and fisheries has 3 instruments:

  • European Fund for Agriculture and Rural Development (EAFRD)
  • The European Agricultural Guarantee Fund (EAGF)
  • The European Fisheries Fund (EFF)

Since these funds are financed:

I. National Program of Rural Development (PNDR)

Is supporting the sector more competitive agri-food and forestry, improve the environment and the countryside, improving the quality of life in rural areas, diversification of rural economy, starting and operation of local development initiatives.

Managing Authority: Ministry of Agriculture and Rural Development - Directorate General for Rural Development (DGDR-PNRD AM)

Payment Authority: Payments Agency for Rural Development and Fishing (APDRP)

Priority axis 1: Improving competitiveness of agriculture and forestry sectors

Funds: 3970 million

Types of projects funded: Investment Projects to increase the competitiveness of agriculture and forestry: trainning specialist, modernizing farms, increased value added processing unit of agri-food industry and forestry, improvement and development infrastructure related to the development and adaptation of agriculture and forestry, the establishment of producer groups.

Eligible beneficiaries:

  • Producer groups
  • Forest owners: private and public
  • Micro-enterprises
  • Small and medium Organizations
  • LargeOrganizations
  • Local Councils and their associative forms public.

Priority axis 2: Improving the environment and the countryside

Types of projects funded: Projects aimed at improving the environment and the countryside: supporting disadvantaged areas, to support afforestation of agricultural land, etc..
