Young people can get jobs for periods between one and three years to apprenticeship contracts, starting with a probationary period of maximum 30 days. In December 2011, the Government approved Decision 1212 to modify and complement the Methodological Norms for Applying Law 279/2005 regarding apprenticeship in the workplace, norms previously approved through Deecision 234/2006.
Through the new regulation, the Ministry of Labour aims to help people aged 16 to 26 get jobs, as they need to adapt to an increasingly more difficult economic context.
The regulations specific that employers must ensure theory lessons for the apprentice, included in the regular work schedule, as well as practical activities, or simply practical activity. At the end of the apprenticeship, the employees must register the apprentice at an Authorised Centre for Evaluaiton and Certification of Professional Skills, where they will receive a certificate.
The main advantage for the employer is that he will receive a monthly payment equal to 60% of the value of the social indicator of reference for unemployment insurance and the stimulation of workforce employment, stipulated in Law 76/2002 – presently, 500 Lei. As such, the employer will get 300 Lei a month for the duration of the contract.
The basic monthly salary established through the apprenticeship contract must be at least equal with the minimum guaranteed gross wage, for the regular schedule of 8 hours a day, 5 days a week.
This is effectively a way through which young people can find jobs easier, since companies can hire any person they want, on any position, and ensure training under the supervision of a mentor.
